Yes the top 4 and Europa League winner maximum. Only scenario I can think of us not getting Champions League is finishing 4th and "if" a team that finishes outside the top 4 in England this season and still win the Champions League this year. That threat's always been there just like what happened with Spurs. I assume nothing has changed with that. All the same that now seems highly unlikely. However, that will still be the case in the highly unlikely event that one English team wins the Champions League, another wins the Europa League, and both finish outside the top four.
The fourth-placed Premier League team would again miss out, as would clubs in similar positions in Spain and Germany, who also have four Champions League spots by right".
